IAPO’s 11th Global Patients’ Congress: Driving Patient Voices into Action

“From Voices to Action: Patient Organisations Shaping Health System Transformation,” was the theme of the International Alliance of Patient Organisations’ 11th Global Patients’ Congress in Manila, Philippines. The event focused on how patient organisations can move beyond being consulted to becoming active partners in shaping health policies, services, and system reforms.
New Trustee, Geraldine Bonites (above), represented ASIF at the congress, which was held on 16 and 17 November. During the congress the Global Patient Charter on Social Participation was launched. The charter serves as a practical tool with clear benchmarks for meaningful patient involvement in decision-making processes. The Congress also featured sessions aimed at strengthening advocacy capabilities, including policy engagement, coalition-building, monitoring and evaluation, and evidence-based advocacy. A multi-session hackathon brought patient leaders and partners together to co-create solutions for barriers to meaningful participation.

The Charter and accompanying workshop materials provide frameworks that ASIF and its members can use to enhance engagement with governments and demonstrate measurable advocacy impact. Case studies presented during the Congress illustrated how patient groups have successfully secured seats at decision-making tables—examples that our members can adapt to their own advocacy efforts. Additionally, cross-condition collaboration emerged as a powerful strategy for increasing visibility and influence, particularly for chronic and under-recognised conditions such as axSpA. The IAPO encourages patient organisations to review and consider adopting the Global Patient Charter as an advocacy reference tool.
